City sets deposits, deadlines for developers

Future negotiations for development of city-owned land will likely require the developer to put some money down.

In the wake of a failed deal to develop land on the west side of the Zumbro River between Second and Fourth avenues, the Rochester City Council cited support for a policy on negotiating exclusive rights for such projects.

“In reality, it’s something we should have had in place a long time ago,” Assistant Rochester City Administrator Terry Spaeth said Monday, while presenting the policy to the council.
